Scouting is concerned with all young people without regard to origin,race,class,creed,physical or mental handicap. It is barrier-free.Scouting aims at overall development or the wholeness of young people. Scouting acknoledges the importance of family,school,religion,and other social activities in the development of young people. It seeks to reinforce and support the work of other agencies in young people's lives. Scouting is an educational movement though the eduction it provides is largely informal. It is not purely a receational movement nor is it escapism from reality. It has a definite purpose.
